Unable to place snow, flower pots, torches, etc. on scaffolding.

It appears that it is impossible to place non-solid vanity items such as snow layers, torches, and flower pots on scaffolding, limiting creative ability of the block. Refer to Java Edition's snapshots for working behavior.

This also affects paintings and item frames.
