Unloaded Crossbows can't be equipped by Armour Stands, in survival without any arrows, it does nothing. But if you have any arrows in your inventory or you are in creative mode, it has a loading animation that only shows less than half seconds. But it works perfectly fine with Loaded Crossbows.

Steps to Reproduce:
Spawn or Place an Armour Stand.
Obtain Unloaded Crossbows and press the Equip button or right click to the Armour Stand you have spawned.

Thank you, but my concern is Unloaded ones, if i was in survival in peaceful mode and in a place without gravels, but i have stones, and sticks, and a stone slab. I crafted a crossbow, and i crafted and place an Armour Stand, despite on what time it is. It just does not feel right for me.
You can actually equip it if the crossbow is fully loaded
