Rotation speed appears to change with changing window resolution, meaning if the game window is, for example, snapped to half the screen, rotation speed will change. A similar effect can be seen if moving from a lower resolution display to a higher one, although I haven't been able to test if this affects moving the window between monitors in multi-monitor setups.
