We can feed a panda with bamboo, but we cannot feed a cake to panda (only drop a cake to panda) in mobile devices, if you get a bamboo in your hand and then crosshair to panda it has feed button, but cake dont have a feed button.

However, this issue has been closed as Working as Intended.
Pandas pick up cake and bamboo items from the ground, but can be fed bamboo to initiate breeding. If you need help or have a suggestion you might like to follow a link below.
