1.7.1 is an update for only windows 10 and Xbox one, so 1.7.0 worlds should work and import worlds from this version, I can download the pack on win 10 so there is nothing wrong with the world, my device has lots of free storage so it can only be a game bug. Sorry, we cannot help you with content you obtained from somewhere other than Mojang. The .mcworld file you're trying to play may be incompatible with 1.7.0 because the world was modified using third-party tools.
