I have a command block pumping out mobs to simulate a mob farm and occasionally it spawns an Adult Zombie with a baby Zombie riding it. Is this a bug. I didn't know this could happen until now.

However, this issue is Working as Intended.
When a baby zombie is spawned, it has a chance of being a jockey. Jockeys will ride the first rideable mob they can find, including an adult zombie.
I assume that you did not see the baby zombie spawn and that you assumed it spawned already riding the adult. That should not be possible, although it's possible that a baby and adult spawned together as part of a pack spawn and the baby immediately mounted the adult.
