Can be using the command: /setblock ~ ~ ~ water can pour water in nether.

However, this issue is a Duplicate of MCPE-40231.

This works as intended. Commands are provided primarily for use in Creative mode. There are fewer restrictions on what you can do in Creative mode.

This is probably not a glitch, more of a feature. The developers probably intentionally made it so you can do that. Do you notice how water has it's own color in the nether?
