[MCPE-40752] Command Block minecart despawn/disappear

Three minecarts with command blocks inside of ticking area, two of them randomly despawned from the world upon loading into my realm.

I believe other minecarts (non command block) outside of ticking area have despawned before as well, but could have been user error.
