Red stone does not activate blocks

It seems like the redstone on top of the dispensers not operating never gets fully unpowered. You could try a different redstone clock (like a hopperclock) or rebuild the comparator-engine a bit futher away with a repeater between the comparator and the dispensers to make all dispensers work
