Still affects 1.13.0.2 beta
Of course I checked first if it is intended, but I wasn’t able to find any sources of they where removed, I checked almost all changelogs. So It is most likely a bug. Because they always say If they remove something in the changelog.
Steps to Reproduce
1 enter the seed 1411648432
2 teleport to

z: 0
Observed result:
No flat terrain with puddles within swamp
Expected result:
In the swamp, there are some areas with flat terrain.
As I am an IOS player, I can not check older versions of the game, but I know that in 1.0 the puddles already were absent. So at least the bug affects 1.0 onward
As well I can’t not take any photos of the earlier swamp terrain, so I have to copy photos from the internet.

1. I would not expect to see anything in a changelog related to this issue. Yes, "they always say If they remove something in the changelog", but this isn't a case of something being removed because what you're calling a marsh isn't a separate thing in the game, it's just an aspect of how world generation creates a swamp biome. Also, the devs make minor changes to world generation fairly often, trying to reduce odd terrain forms and make the world more natural seeming. These changes usually only affect new chunk generation, so they don't alter gameplay and therefore aren't mentioned in the changelog.
2. I don't understand how the screenshots you provide are meant to illustrate the problem. Two of them show ample examples of puddles on flat swampland, and the other two only show part of a swamp where a village extends into it. It's perfectly normal for a swamp to include puddle-free land above the water level, depending on how the terrain happens to generate. So I can't see the issue you're describing in these pictures.
3. I followed your reproduction steps in a new world in 1.12.1. After teleporting to the coordinates you gave, I was on flat terrain with swamp-color grass, with a puddle directly in front of me:
