On the Java and Console Editions, boats can be placed with a dispenser. This doesn't work on Bedrock Edition.

Can you please add more information about how you are trying to use the dispenser? When the dispenser is positioned next to water, it places the boats. When there is no water, it dispenses a dropped item - this behaviour matches the Java edition.
