Pillagers do not spawn at pillager outposts on Minecraft Windows 10

I am unable to reproduce this issue.

Were you perhaps ob peaceful mode? Or did you turn off 'mob spawning' ?

No I was not in peaceful and I did not have mob spawning turned off.

However I did resolve the issue by reinstalling the game.

I can't find a way to delete / mark as resolved though.

I also found one after finding several outpost.

It seem pillager outpost has small chance to not spawn any pillager.
