Yes, using a custom port will cause LAN Broadcasting to stop functioning. Unaware whether this is a bug or not.

No I was not in peaceful and I did not have mob spawning turned off.

However I did resolve the issue by reinstalling the game.

 

I can't find a way to delete / mark as resolved though.
