Frosted Ice in new beta do not break. You can break/place the blocks on other side of the frosted ice. Probable reason is game treats frosted ice as water blocks. water blocks have same feature, can place through the block.

Hi. I have the same problem. Frosted ice not melted and being unbreakable in release 1.10 on android divice. It can only broken by pistons (probably not only by pistons).
