This is really disappointing seeing this was created in February. I just ran into this problem now. Hopefully it gets fixed soon. (:

This bug is listed as fixed in the 1.13.0.1 beta changelog.

This bug is listed as fixed but I tested it in 1.13.0.2 beta and it's not fixed.

I tried to put wood blocks on the ground and turn myself into all the four directions but the blocks were put in the same way.

That's not how it works. You mean something similar to piston/observer/barrel placement. However, Woods have log placement instead, and that's by design. If you want it to be different, you might want to head over to https://feedback.minecraft.net

By piston/observer/barrel placement, I mean:
-Being able to place something rotated just by facing the way you want.

By log placement I mean:
-Being able to place something rotated just by directly looking and placing at the side of a block.
