Summary:
Wither Skeletons do not appear to be spawning in Nether Fortresses in the 1.11.0.x beta version.
Steps to Reproduce:
Travel to a Nether Fortress
Ensure the difficulty is set to Easy or higher
Set a repeating command block to kill all mobs except Wither Skeletons:
kill @e[type=!wither_skeleton, type=!player]Set another repeating command block to detect Wither Skeletons:
/testfor @e[type=wither_skeleton]Wait for Wither Skeletons to Spawn!
Observed Results:
Wither Skeletons are not spawning in Nether Fortresses.
Expected Results:
Wither Skeletons should spawn frequently in Nether Fortresses.

Xbox one s minecraft bedrock, ran a /kill command on all entities, still no wither skeletons. Nether is “empty” compared to the nether in bedrock 1.7. Last “stable” version I used before joining the beta program. However no shortage of blazes.
This issue was fixed in an earlier 1.11 build - any further spawning issues are likely to be caused by MCPE-21856.
Not spawning on singleplayer either. Same seed, on a previous version, they spawn correctly. Bug not fixed in 1.11.0.4
