Steps To Reproduce
1. Enchant an axe with Fortune III+
2. Mine an amount short grass (70)
3. Mine an identical amount of tall grass, destroying the upper half of the grass. (70)
4. Note that you have a considerably larger amount of seed for tall grass.
This is more noticeable if you mine with a fortune level that is inaccessible via vanilla commands.

Whilst double_plant_2 takes up 2 blocks instead of one, the frequency of the drops for it is fourfold, and doesn't quite scale, but the ratio is fixed to a 4:1 ratio for tallgrass to shortgrass, so it seems to be intended.

It would make sense that the double tall grass would produce more seed, but it does seem to be a lot higher than normal/short grass:
