This is very rare bug with librarian villager who trades same enchanted book for different prices. Haven't tested this on new villagers, but can exist.

Random does not mean evenly distributed. It is reasonably common that 2 of 3 trades will be the same. It would be less common for the price to be the same (which is also possible).
