[MCPE-43587] Missing sound for Enchanting in Bedrock

When enchanting tools and armour in the enchanting table in Bedrock there is a missing sound effect. there is a sound for enchanting things in Java.

However, this behavior currently works as intended.

This is a Java parity issue, not a bug. Currently, we're tracking parity issues and feature requests on the Minecraft Feedback Site, and bugs here on the bug tracker.
