In a village Raid, there was one mob left, but I could not find it and there was no horn playing. I copied my world, used /kill @e command and the raid ended (it was the second wave). I checked the kill log and there was no mob that could have kept the raid going.
Now there is a (Raid Mobs remaining: 1) bar that will not go away.

I just experienced the same problem with Java 1.14 version. And possibly also 1.14.1 - see below.
But it won't help to give myself a new bad_omen for starting a new raid. I went outside the village, gave me the bad omen and returned then to the village: No new raid startet but the aktual broken raid with the wrong counting about one remaining Mob is still active.
After I changed from 1.14 to 1.14.1 there spawned a new loneley illager boss. I killed him the raid ends and I got no reward. Strange.
Cleaning up old tickets: This ticket has not been updated recently (~1 year+) so is being closed as Cannot Reproduce. If you feel this is still a valid issue then please comment, or create a new ticket following the Issue Guidelines.

To fix it, I could either kill my villagers to end the Raid, or I could try to start up a new Rais by getting the Bad Omen affect elsewhere and bringing it to my village.
