Whenever I connect to Xbox Live to play some servers, like bedwars, the screen just turn green with a gray loading circle, and then in a flash it is back to Minecraft loading again, but when it opens to the main menu, the button still says sign in. So does connecting Xbox Live to Minecraft PE cost money? Because it says it is free.

To answer your question - no, the Xbox live sign in on Android is free and you do not need a subscription to use it. As mentioned in MCPE-43627, if you are using a power saving mode, you might want to try turning that off to see if that helps.
