[MCPE-44918] Dolphins don't go towards water when they are drying

Steps to reproduce:

Make a pool;
Spawn a dolphin next to it.

Expected results:
The dolphin tries to go to the closest water it can detect.

Observed results:
The dolphin stands still there and dies.

The opposite can happen too: dolphins sometimes don't jump out of water even if there is accessible space to jump, causing them to die after a short while of drowning (MCPE-37229).

confirmed continues happening at 1.16.0.64, 9 out of 10 dolphins do not return to the water
