In both my local world and my realms world mob spawners are continuing to spawn even with maxed light levels (torches on all four sides of the spawner as well as all over the dungeon - happening in all dungeons I've come across in worlds - two skeletons, two zombies, one spider).
Is this a bug or is this meant to be a change in mob spawner mechanics?

also happens on windows 10 platform

I can confirm this just happened with the latest update. I have multiple spawner grinders with lights to turn them on/off and now they all are just on all the time.

Thanks, @killerbeeNL. I actually did search "mob spawner light level" and got no results, and searched variants but only found posts from 2017. I appreciate you pointing us to the issue being tracked!
Happened to me as well. I mined into a zombie dungeon on a realm, and killed the zombies, torched up the spawner, and they kept spawning. I went back to check my grinders' spawners, and the on/off lighting swtiches don't stop them from spawning either.
