Any kind of status effect with long duration displays the duration timer wrong

If you give yourself a effect by using the effect command with a duration of 99999 or other, the numbers are shown instead of being hidden

to reproduce
1. Do /effect @p <status effect> 99999
2. look at the effects in the inventory or the UI of the effect.

I'm pretty sure this is intentional because of them wanting to show players when any status effects will disappear causing this to happen.
Because they also listed this in the beta changelog for 1.11.0.1 " Bad Omen status now shows the remaining time displayed on the mob effects." They also did this in Legacy Console editions on PS4.

This change seems to be inconsistent as the numbers should always be hidden like before Village & Pillage. This issue is nowhere close to being a Java-parity.

It should look like **:** and NOT like 99:99.
