No matter what I do these jobless villagers won't take any jobs no matter what work stations I put down, I'm trying to get a cartographer but even with my two cartography tables nothing is happening.

Chances are, you're probably trying to give a job to a Nitwit. The only type of villager who doesn't accept jobs and un-interactable.
oh. i guess you can't get them with breeding - all of my villagers were cured from zombie then bred.
I find this really interesting yet weird. If you let a zombie infect a Nitwit villager, and cure the zombie Nitwit, then the villager will become unemployed meaning that the villager that used to be a nitwit can now have a job as they will lose the green robe/coat. You will have to sacrifice a Nitwit to make them unemployed.
