I'm not sure if this would be considered a bug, but I've been having trouble getting my friend into my world through Xbox live servers. My friend plays on an iPhone and I play on pc. Sometimes he can join but most of the time it doesn't work. So I find me and my friend constantly restarting our games to try and get in the same world but sometimes it still won't work. Hopefully, this is taken into consideration for the next update.

I have no experience in using carrier's network, i.e T-Mobile, ATT, Verizon that manage voice and data plans. It may also be another problem trying to join using that network. I don't know its level of security and connection quality.
Make plan to play together on home network/ familiar network with the NAT Type open for best connection with ease.

Since your description is limited with details. It's probably not a game issue, it may be your or friends' connections issue. If the modem/router NAT Type set to moderate (security level), you and others will have a problem joining with some luck at some time.
You should check your NAT Type: moderate or open. While your friend is using iPhone can also be problematic which connection it is on whether it's from home, school, or public access. Public access may be set to moderate for security purpose. Joining will be either luck or frustrating at some time. For home, your friend should check NAT Type in router setting or network information on pc and maybe iPhoneβ .
To access router setting to change NAT Type to Open by enter its IP address in any internet browser or a software provided by router.
IP address can be found in paper manual or pdf format from website if you don't have any on hand.
