Villagers are not breeding and not switching from jobs please fix this.

This is not enough information for anyone to be able to help you. I've tested myself and villagers are breeding and switching roles just fine. Did the villager you attempted to switch professions has been traded with? If so, this is intentional behaviour. Did you give the villagers food, beds, and workstations for their children? If not then that's probably why you are having problems.
