No matter what I do the Minecraft music in the store downloads finishes step 1 and the fails to start step 2. This ends in being sent back to the store.

Could you confirm that you have sufficient space available on your device? Also, you might like to remove any cached packs by going to Settings→Storage.
If that still doesn't help, you might want to try a clean installation of the game, but please back up your world saves first:
Backup any data you don't want to lose, then try the following:
Backup your MinecraftWorlds folder (if you want to save your worlds) (Device storage > games > com.mojang > minecraftWorlds)
Uninstall Minecraft
Delete the com.mojang folder (Device storage > games > com.mojang)
Reinstall Minecraft
Run Minecraft and if it works restore your MinecraftWorlds folder
Sometimes a clean install of the game will help with these kind of issues.
