I'm able to give people operator, but they can't do anything with it. I've tried restarting the realm, giving people operator when they're offline and online. nothing seems to work. I know this was an issue before but it's happening again

We're having the same issue on our Realm, although strangely, random players are being assigned operator status instead of the one chosen by the Realm owner. It appears as though whomever is the person listed directly below the Admin is the person who is given the operator status, even when that person hasn't been chosen. Unfortunately, the only way to take the operator status away from that player is to remove him/her from the Realm?! With all that said, the Operator status isn't working regardless of who ends up getting the assigned task.

See this bug report for a workaround. Same issue of players assigned operator unable to use it. https://bugs.mojang.com/browse/REALMS-2013 . Hopefully this gets fixed.
