float_wander overrides all other moving goal states

When applying the behaviour.float_wander component to entities, it never uses another movement goal, even though it will show up in the render goal state hover tags.

As an example. The mob will never actually return home. The same occurs with panic behaviour, where the mob will display panic in the place of "GoHome" but will not panic, will continue to float_wander.

It also seems (perhaps related) that when "must_reach" is set to false in the float_wander component that the mob stops movement of any sort of a short period of time, opting to remain completely stationary until "nudged" when it will rotate on the spot.
