[MCPE-48596] Mobs won't enter vehicles such as boats and mine carts

When I try to put a villager in a boat the villager just walks over it and if the boat is in the water then the villager falls through the bottom and swims away

This issue seems to affect other mobs and vehicles too. (Tested with Cows and Villagers - they would not enter a minecart or boat)

This is seems to occur in my world (carried over from PS3->PS4->Bedrock.) Villagers do not go into boats or minecarts. This issue does not seem to occur in newly created worlds.
