When use the /setblock ~ ~ ~ unlit_redstone_torch command, the torch will immediately turn into a lit redstone torch. This messes up some of my builds which use this command,.
How to Reproduce:
1. Enter /setblock ~ ~1 ~ unlit_redstone_torch into a command block (impulse or repeat)
2. Power the command block
Observed Results
(Impulse) The torch will be unlit for a millisecond before changing into a normal redstone torch.
(Repeat) The torch will flicker on/off endlessly.
Expected Results
The torch would stay unlit for a long period of time before turning into a lit redstone torch.

If you want an unlit redstone torch, just power the block the torch is placed on.
