When an entity is on a wall or fence, it floats half a block above.
Steps to Reproduce:
Place a fence or wall.
Summon any entity above the fence/wall or stand on it yourself.

This works as intended as if you stand on a wall, it will put you a half block up too since the player and the primed TNT are entities. The half block is what the game does to prevent you from jumping over fences and walls.

I am on iPad Pro 12.9” on iPadOS 13.4 on Minecraft 1.14.30.
I tested this and it is still true as of 1.14.30. I also tested it with fences and the exact same happens. I have attached a video.
