Cobwebs prevent mobs from burning in sunlight

Cobwebs consistently prevent mobs from burning in the sun. Placing and breaking a block above them while the time is day will consistently set them on fire and the cobwebs won't prevent them from dying. Having an item in the cobweb will inconsistently make the mob catch fire anyway. Setting the time to night and then back to day will also inconsistently set them on fire.
