Steps to reproduce:
In creative, disable mob spawning.
Go into a cave and place a mob spawner where it's dark enough to activate.
Place any monster spawn egg (creeper, skeleton, zombie, spider, witch, enderman, endermite, zombie villager, and cave spider all work) in the spawner.
Expected results:
The gamerule being disabled prevents the spawner from spawning mobs.
Actual results:
Mobs spawn despite disabling the gamerule.

@unknown: We only close issues as Working As Intended when we have evidence that Mojang itself has said so. This report was accepted by Mojang a long time ago and it remains open today, so we will wait for their answer.
The behavior has changed since 1.17.0. Mobs still spawn from a spawner, but they're immediately deleted from the world.
Correction: The behavior has not changed. (I had a command block in my test world that was continuously killing the mobs as soon as they spawned.)
However, Mojang informs me that this behavior (which also occurs in Java) is intentional, so I'm resolving this as Works As Intended.
