When I play servers, there would be drops of frames and It would be very noticeable.
Well that specific lag is noticeable when you make the random tick speed in Minecraft to 1000. I wanted to build a map but I noticed a server-like lag when I had previously had no connection to internet or multiplayer.

However, this issue is Working as Intended.
When you set the random tick speed to 1000, you're telling the game to do the same things it normally does 1000 times instead of just once. It would take a seriously powerful PC to do 1000 times as much work but not slow down at all.
It's not really intended that you keep the random tick speed set to a high value during regular gameplay. (That's why it's a cheat.) You might set it temporarily to a more modest value such as 100. For example, you might use it to quickly grow back the grass after you've been digging on the surface, to speed up the growth rate of crops, or to rapidly get rid of floating leaves after chopping down a tree. Once you've achieved what you wanted, you would normally set it back to 1 for regular gameplay.
