On the bedrock version of Minecraft, despite the supposed functionality
If you were to power a hopper it does not prevent items from flowing into it. This means the concept of item sorters are in fact broken as of 1.12. Please fix this as bedrock redstone may become more usable.

What do you mean by "prevent items frow flowing into it"? Locked hopper will not push items out and will not pull items from above, but other hopper or dropper can still push item into it.

Could not reproduce this issue in 1.12.1. A powered (or otherwise activated) hopper did not suck items above it, did not pull items from a container above it, and did not push items into a container its output funnel was pointing to.
You were probably confused by having other hoppers above and/or below the one you tested. Powering the test hopper would not prevent the other hoppers from pushing items into and pulling them out of the test hopper.
