When I logged onto minecraft after updating to 1.13 and tried to use my mouse it worked but then when I signed out then signed back in while still running minecraft it wouldent let me use my mouse, my cursor hovered over the "play" button nothing happened. Once I got into my survival world by using my controller I tested my keybored and my keybored worked and clicking worked but moving my mouse to look around didn't.
