Putting stone in a furnace now no-longer smelts into smooth stone. This makes items like armour stands and blast furnaces impossible to make as smooth stone is essential in their crafting recipes. You can now also craft diorite/andesite/granite blocks (stairs, slabs, walls, etc) using regular stone in your inventory and in a stonecutter.

Update: I confirmed last night in 1.13.30.0 that if I mine new cobblestone, then smelt it into new stone, then:
That new stone can be be smelted into smooth stone.
That new stone can only make stone items on a stonecutter.
If I use the old stone I already had in a chest:
That stone cannot be smelted into anything.
That stone can be turned into almost any stone, andesite, diorite, or granite items on a stonecutter.

I'm also having this issue. Running a Windows 10 client connecting to a self-hosted Linux server. Found in versions 1.13.0.? and 1.13.30.0.
If I restart the server, the problem persists. If I use the same client to start a new local game, I'm able to smelt smooth stone again only in that local world. Returning to the self-hosted server, the problem persists.
If it's of any help, I can provide a copy of the world in which this issue is occurring.
