Both cods were cooked in the same furnace, yet the game thinks that they are different items. They won't stack in the chest, in the inventory, when dropped and picked up again, nothing. I tried cooking up some more cod and see if it would stack, and the cod will stack if stacking will make 64 or more, but won't stack to any other number.

I had this same issue - my cooked fish from 1.12.1 wouldn't stack with 1.13 fish. Once all 1.12.1 fish were consumed, all my 1.13 fish stack as expected now. Minor inconvenience when compared with the other bugs causing the inability to play at all on some devices.
