I just updated minecraft to 1.13 and the animations disappeared.
When i open the inventory it just pops up with no animation and its becoming annoying.

Are you sure you got it correct?
Make sure the button that is labeled "Screen annotations" in the video settings and check if it is already on. If you're sure that is enabled and still detect the issue, please edit the issue description to say "I have also enabled screen annotations and it still does not work" or "Screen annotations are already turned on and I still detect the issue.".
