This might be attributed to having a large number of mobs (specifically a large number of zombies [in an XP farm]) nearby.
Unable to eat, and refill hunger bars!
Might be a symptom of lag, but weird nonetheless!

1.13 bedrock, on private server. Some times player will not consume food. Just 'eats' and eats and not consume or reduce hunger.
