I went through the hassle of obtaining a turtle shell to add respiration 3 on it for the extended water breathing time. However, even with respiration 3 on a turtle shell, I am only receiving 10 seconds of water breathing (from the turtle shell only)

Respiration is not the same as water breathing. Water breathing prevents your air meter from decreasing. Respiration slows the rate by which your air meter decreases. So, respiration takes effect after water breathing runs out. The turtle shell giving 10 seconds of water breathing is working as intended per MCPE-37194.
