Similar to https://bugs.mojang.com/browse/MCPE-41761 comment by @G Mariani. Purchased the Lego set for my son today and it is not available in the list of skins in 1.13.1. I suspect this may be related to the recent changes to how skins are handled.

This finally seems to have resolved itself, after taking a little over one month. The issue can be resolved, assuming others are not experiencing it.
