Can't enter swim mode unless fully under water

This is intentional - release changelog for 1.14 has following line:

"Players can no longer initiate swimming in shallow water"

Great, another thing I used all the time eliminated, plus it is a pain to get into swim mode now.

I’ve alsochad an issue with even to trigger the animation even when submerged completely underwater. It doesn’t do it immediately even if I got deep, it instead lifts me back up to the surface, not doing the animation.
