Iron golems will not spawn naturally when a village center has water around it. A case such as a village built on water with small walkways will not spawn golems to defend it.

I cannot reproduce this. Almost every Bedrock iron farm design relies on iron golems spawning in water.
You may want to review the updated Bedrock Edition iron golem spawning requirements, as there could be something else about your build that is obstructing iron golem spawns.
