so i can have the skin i want , but it will also appear on another player and have duplicates, sometimes they see their skin on you and vice versa

Same problem , i got this bug in Minecraft Windows 10 1.13 beta and still not fixed in 1.14
You can ask another player to left the game
Then you change your skin
And another player change their skin
And rejoin Your world
Its work for me
