When villagers are in an enclosure(fences, gates), occasionally a villager stays at a gate and does not leave. When the gate is opened the villager wanders through and away. If I am protecting them in the enlosure, it is frustrating to have them wander away.

In the bedrock, xbox edition (all versions I have played since before 1.12), some neutral mob entities seem to get "stuck" at gates. Primarily the "small, and medium" sized domesticatable mobs, as well as villagers. My observation is that when presented with the option of the 4 cardinal directions, the gate leading north causes the biggest issues. When left unprovoked, the mob stands "mesmerized" and unmoving. When presented with stimuli such as using a lead, presenting food, or entering "breeding" mode will momentarily free them from their "trance", but not from their position relitive to the gate. As well as the fact that up to 2 npc's can remain "trapped" like this indefinitely. Further, if they are in "baby" form, when they become "stuck", they generally wont "mature" until freed. When a villager becomes"stuck" they cease all normal daily cyclical function as long as they remain stuck.
Only by opening or destroying the gate do the mobs return to normal behaviors.
