The bug
Light blocks behave like air, and as such can be replaced by almost all blocks. The following blocks cannot be placed in a light block:
Snow layers
Sea pickles
Coral fans
Redstone wire
Lily pads
Seeds
Cocoa beans
Additionally:
Flint and steel/fire charges can't be used to replace a light block
A nether portal will fail to light if there is a light block in its frame
Carpets erroneously can be supported by a light block
It is impossible to remove water from a waterlogged light block
How to reproduce
1. Stand on the ground
2. /setblock ~ ~ ~ light_block 15
3. Try to place one of the listed blocks where you were standing
→ ❌ You can't
For some blocks, a specific below block is required (like seeds on farmland)

There is another problem. If you setblock to water (not flowing water) in air, it stays there. In light blocks, it stays there until you walk one or more blocks away from it.
This is an intended freature, the light block can only be destroy with full blocks, and those you mentioned are known as "transparent blocks"
@unknown no, it isn't. You'd need to provide a source for this. This clearly isn't intended as it breaks parity with Java and doesn’t make sense.
