I am currently trying to make my own resource pack and while i was testing to make sure my .json file is working, i discovered that not only is my Resource Pack not showing up, but other resource packs i have downloaded. However when i tested the Resource Pack on my iOS device my resource pack, as well as my Downloaded resource packs are in the list. this is a little bit of an issue for me, as i cannot continue to develop my resource pack on my iPhone due to some limitations. I will provide photos from my iOS and the resource pack files for that version, theΒ Windows 10 version, and the files for what resource packs should be in the Windows 10 version.

no. nothing is a .zip, .mcworld, or .mcpack, even though if you put a .mcpack in minecraft loads it.

Is the folder in the resource_packs folder a .zip or .mcpack? If yes, that's what you are doing wrong
